On behalf of the Organizing Committee, we hereby cordially invite you to attend and to present your contribution on the space and space-related activities in your country, in the UNESCO Turkic States Space Generation Forum, which is organized by the Azerbaijan National Commission for UNESCO (project 18342307AZN) and Space Association of Turkic States and hosted by the Azerbaijani Section of SGAC and the Shamakhy Astrophysical Observatory named after N. Tusi co-sponsored by the Azerbaijan National Academy of Sciences and will be held from 11 to 14 May 2003, inclusive, at Baku and Shamakhy Astrophysical Observatory, the Azerbaijan Republic.

SATS-GRAZ  2001

The Forum will offer you a great opportunity to interact with your young colleagues and enthusiastic adherents from different Turkic states as well as representatives and/or experts from other countries allowing extending your co-operative links with them. One of the main goals of Forum is to evaluate the current situation and to formulate, with participation of experts, recommendations on the future of space and space-related activities in Turkic countries, and to send them to relevant organizations in our countries.

This Forum is the first in a planned series, to start the real formation of the Space Association of Turkic States (SATS), which has been proposed by a group of young individuals from Turkic states, taking part in the activities of the Space Generation Advisory Council (SGAC) in support of the United Nations Programme on Space Applications. Brief background information on SGAC and SATS is available at the end of this document.

Background Information:

SGAC (http://www.unsgac.org) is an international organization with national branches in each United Nations member state ("State"). The purpose of SGAC is to implement the recommendation of the 'The Space Millennium: Vienna Declaration on Space and Human Development' "to create, within the framework of the Committee on the Peaceful Uses of Outer Space (COPUOS), a consultative mechanism to facilitate the continued participation of young people from all over the world, especially young people from developing countries and young women, in cooperative space-related activities" adopted by the Third United Nations Conference on the Exploration and Peaceful Uses of Outer Space (UNISPACE III) held in Vienna from 19 to 30 July 1999 and endorsed by the Fifth-fourth Session of the United Nations General Assembly on 11th February 2000 (A/RES/54/68), by

  • Establishing a forum for dialogue on space-related issues between the United Nations (in particular through the United Nations Committee on the Peaceful Uses of Outer Space (UNCOPUOS) and the United Nations Office for Outer Space Affairs (UNOOSA)), any entities involved in the peaceful uses of outer space and the youth of the world; and by
  • Mobilizing the creativity, enthusiasm and vigour of the youth of the world to contribute to the advancement of humankind through the peaceful uses of outer space.

During the "UN/Austria/ESA Symposium on Enhancing the Participation of Youth in Space Activities - implementing recommendations of UNISPACE III", hosted by the Government of Austria (Graz, Austria 17 to 20 September 2001), a Memorandum of Agreement has been accepted at 20 September 2001 among: SGAC Azerbaijan Representative Elchin Safaraly-oghlu Babayev, SGAC Kazakhstan Representative Gulnara Omarova, the SGAC Turkey Representative Asli Pinar Tan, the other present Turkish delegates Aziz Koru, Incigul Polat, and Ali Ercan, and the present Uzbekistan delegate Yunir V. Gataullin. This Memorandum of Agreement has also been endorsed by Sergio Camacho from the UNOOSA in Vienna, Austria and Shane Kemper, global SGAC, USA. SATS was proposed for the purpose of increased involvement of youth from the Turkic states in space activities, and for future cooperation among these states in space projects and involvement.

This Forum is the first in a set of future gatherings in order to start shaping SATS. It is hosted by the SGAC Azerbaijan Representative Elchin Safaraly-oghlu Babayev, and sponsored by UNESCO.

Please, note that the organizers will provide round trip air or train travel between Baku and home country of selected sponsored participants granting a reasonable sum and 4 days per diem (for covering of lodging, meals and local transport's expenses) during their stay in Azerbaijan. Visa and registration (110 USD) fees will be covered by OC as well. We will make arrangements on booking of Hotel and air-tickets. Detailed information about Forum Programme, presentations and cultural events will be sent later by e-mail. You can apply for entry visa in advance in your country or can get it directly in the Baku International Airport upon arrival having 2 photos. Any of above-mentioned and foreseen payments conducted by selected participants in case of necessity, will be reimbursed by OC by cash in USD if you have a receipt or other financial documents; please keep them.
